Telangana's datacenter incentives expire in 66 days with no successor policy published
Maharashtra has 10,526 MW of datacenter projects not yet operating and curtailed load on 17 days in September. Tamil Nadu's discom seeks up to 3,200 MW of short-term power for summer 2027. No new Bengaluru substation is in tender.
Telangana: 6,607 MW of datacenter projects, incentives end 31 December
Telangana has 18 datacenter projects not yet operating, with 6,607 MW published (5 publish no MW). The incentive framework for them sits in the ICT Policy 2021-26, which expires on 31 December 2026. No successor policy has been notified or published in draft. The only movement this month was a recommendation from the industry body CII on 16 October for a Data Center Policy 2.0. The state's Telangana Rising Global Summit runs 7-9 December.
612 MW of the pipeline has a connection substation named in a utility document: the new 400/220 kV Chandanvally GIS in Ranga Reddy district. No award or target date is published for Chandanvally, or for the Kokapet, Shadnagar and Parigi 400/220 kV substations.
Demand is rising under the pipeline. The statewide peak reached 20,018 MW, above the 20,003 MW of 15 October; the reading date is not stated. October daily consumption was 335.05 MU against 245.35 MU a year earlier. The state transmission utility TGTRANSCO has approvals for 24 substations, 11 complete and 9 under way, with no site list published.
The Telangana regulator, TGERC, has posted no second-half FY 2026-27 additional surcharge order, 26 days into the half-year. The latest remains the first-half order at ₹0.13 per kWh.
Maharashtra: 10,526 MW queued on a system that curtailed load on 17 days
Maharashtra has 30 datacenter projects not yet operating, with 10,526 MW published (10 publish no MW). 2,500 MW of it, the Palava park in Thane district, has a named connection substation: a 400/220 kV GIS at Ambernath, with about 1,450 MW of grid connectivity reported as granted by the state transmission utility.
The Maharashtra load despatch centre, MSLDC, reported an intra-state peak of 30,724 MW on 28 September, with demand up 23.3% year on year. Mumbai peaked at 4,265 MW. Load was curtailed on 17 days (43.368 MU). The state discom MSEDCL had an evening reserve of 46 MW against a 550 MW shortfall. The 400 kV Chakan-Talegaon line in the Pune area needed overload relief on 20 and 28 September.
No award is published for the Kalwa and Padghe, Hinjewadi, Balewadi or Kharadi transmission works; Kharadi is about 213 days past its 27 March bid close. Comments on the draft Connectivity and GNA and Distribution Open Access Regulations 2026 of the Maharashtra regulator, MERC, closed on 26 October with no hearing notice yet.
Tamil Nadu: up to 3,200 MW of short-term power for summer 2027
Tamil Nadu has 12 datacenter projects not yet operating, with 842 MW published (6 publish no MW), and none has a connection substation named in a utility document. The state has had no Data Centre Policy in force for 209 days, and no successor or Government Order is published.
The Tamil Nadu regulator, TNERC, on 22 October permitted a short-term tender for round-the-clock and peak power for 1 February to 31 July 2027. The quantity peaks at 3,200 MW in April and May 2027 (2,000 MW round-the-clock plus 1,200 MW peak) and is 2,000-2,880 MW in other months. TNERC also approved procurement by the Tamil Nadu distribution company (discom), TNPDCL, of 600 MW of solar with 300 MW / 1,800 MWh of storage at ₹3.12 per kWh plus a ₹0.07 per kWh trading margin for 25 years. A 1,500 MW five-year medium-term round-the-clock tender, from 1 March 2027, was adjourned to 12 November.
No order has issued on TNPDCL's ₹0.63 per kWh additional surcharge petition for October 2026 to March 2027. The FY 2026-27 retail tariff order is 117 days past 1 July.
Karnataka: 680 MW of datacenter projects, no new Bengaluru substation in tender
Karnataka has 11 datacenter projects not yet operating, with 680 MW published (6 publish no MW), and none has a connection substation named in a utility document. The Karnataka Sustainable Data Centre Policy 2026-2031, approved by the cabinet in September, still has no Government Order, gazette notification or operational guidelines.
The Karnataka transmission utility, KPTCL, has called no new Bengaluru 220 kV or 400 kV substation. Augmentation tenders for Chokkasandra and Jigani close on 6 November and the Bannerghatta Road package (₹33.16 crore) on 5 November. 400 kV transformer additions at Guttur, Hiremallanahole, Doni and Firozabad (Kalaburagi), previously one ₹271.61 crore package closing 23 October, now close separately on 6 November.
Outside the Bengaluru corridor, the Koppal-II and Gadag-II renewable transmission scheme was commissioned with effect from 23 October, with 765 kV lines to Narendra (New) and Raichur. The Karnataka regulator, KERC, has not notified its General Network Access regulations, 25 days after the proposed 1 October date.

A substation counts as named only when a utility or regulatory document names it, and naming is not a promise of power.
Net read
Of 31,929 MW of datacenter projects not yet operating across the tracked states, 3,262 MW has a named connection substation, and the week added little to either side.
- What looks solid: the Telangana incentive expiry on 31 December, the MSLDC September curtailment and reserve figures, and the TNERC orders of 22 October.
- What to discount: pipeline megawatts with no named substation, and Gujarat and Karnataka tender dates until awards are published.
