Uttar Pradesh expects a 2,400 MW night power shortfall in 2027 against 951 MW of datacenters not yet operating

Telangana's datacenter incentives end in 59 days and its grid lists no spare bays at two southern corridor substations. Gujarat's November study leaves 0-36 MW of open access headroom near Ahmedabad and Dholera. Vyoma.AI broke ground on 52 MW in Chennai.

Uttar Pradesh: 951 MW in the pipeline, a night power gap from 2027

951 MW of datacenter projects in Uttar Pradesh are not yet operating, across 13 projects (5 publish no MW). 150 MW has a named connection substation.

The Uttar Pradesh regulator, UPERC, on 28 October approved bidding documents for 2,000 MW of medium-term peak power for the state power utility, UPPCL. Supply runs five years, FY 2027-28 to FY 2031-32, from 16 April to 15 October each year, in the hours 00:00-05:00 and 19:00-24:00. First supply is 16 April 2027. UPPCL's own assessment puts the average deficit in those hours at 2,400 MW in FY 2027-28, rising to 6,160 MW in FY 2030-31. The quantum was raised from 1,000 MW in the original petition.

On 27 October UPERC approved 300 MW of firm and dispatchable renewable power, round the clock, for 25 years for the Greater Noida distribution company (discom), NPCL. Only bidders holding a final central or state transmission connectivity grant starting on or before 31 December 2028 may bid. The order sets the CEA forecast for NPCL at 1,228 MW peak in FY 2028-29.

The force majeure claim on the 400 kV Sector 123 Noida substation works was not heard for want of time; the next hearing is 8 December. The state grid operator's November assessment moved the 400 kV Raebareli substation from 30 September 2026 to 31 December 2027.

Telangana: 6,607 MW, 59 days to the incentive deadline

6,607 MW of datacenter projects in Telangana are not yet operating, across 18 projects (5 publish no MW). 612 MW has a named connection substation.

No successor to the ICT Policy 2021-26 has been notified or published in draft as of 2 November. The datacenter incentive framework expires on 31 December, 59 days away.

The Telangana regulator, TGERC, has posted no additional surcharge order for October 2026 to March 2027, 33 days into the half-year. The latest is the April to September 2026 order at ₹0.13/kWh.

The Telangana transmission utility, TGTRANSCO, replaced its substation-wise renewable evacuation workbook on 1 November. It adds 3,811 MW of tentative feasibilities for renewable and battery projects statewide. At west Hyderabad, 400 kV Shankarpally shows 300 MW of tentative feasibility. Spare-bay entries at the Shadnagar and Chandanvally substations, in the southern corridor, now read NIL. Load drawal headroom is not published.

From 1 November the Hyderabad water board, HMWSSB, supplies treated wastewater for non-potable use by tanker (10,000-30,000 litres), following a Chief Minister's review that said treated water will go to datacenters. No price per kilolitre or datacenter allocation is published.

Tamil Nadu: 894 MW, surcharge hearing on 5 November

894 MW of datacenter projects in Tamil Nadu are not yet operating, across 13 projects (6 publish no MW), up from 842 MW. None has a named connection substation.

Vyoma.AI, the L&T datacenter business, broke ground on a 52 MW AI-ready building in Chennai on 28 October. The campus has 30 MW operating and 150 MVA of power ready. OneQode signed 14 MW at AdaniConneX Siruseri, Chennai, its first India deployment, with talks on up to 114 MW.

The Tamil Nadu regulator, TNERC, adjourned the discom's ₹0.63/kWh additional surcharge petition for October 2026 to March 2027 to 5 November. The order on April to September 2026, where the discom sought nil, was reserved on 29 October.

The state discom, TNPDCL, drew bids of ₹37.50 per unit for November and up to ₹41.50 per unit for December to May on a 1,000 MW evening-peak tender (6 p.m. to midnight). The Electricity Minister told officials to cancel it and said medium and long-term tenders will follow.

Reported: Tamil Nadu has notified a Battery Energy Storage Systems Policy, 2026, with 4-hour storage of at least 10% of capacity on new solar projects of 1 MW and above. The Government Order has not been located.

Gujarat: 588 MW, little open access headroom near Ahmedabad and Dholera

588 MW of datacenter projects in Gujarat are not yet operating, across 7 projects (3 publish no MW). None has a named connection substation.

The Gujarat grid operator, SLDC, November load flow study leaves 0 MW available on the 220 kV Vadavi to Chhatral line, loaded at 279.3 MW on a 180 MW design. Chorania to Bagodara, on the Dholera road corridor, shows 6 MW, up from 0. Vadavi to Santej shows 36 MW and Ranasan to Vatva, nearest GIFT City, 23 MW, down from 28 MW. Headroom on the Kosamba 400/220 kV transformers in south Gujarat fell from 266 MVA to 194 MVA.

The Gujarat transmission utility, GETCO, says its online medium-term open access portal is not working, with no restoration date. The 400 kV Dholera-II substation tender closed on 14 October; 19 days later no award is published.

A substation counts as named only when a utility or regulatory document names it. Naming is not a promise of power.

Net read

Of 32,526 MW not yet operating across tracked states, 3,262 MW has a named connection substation, the same named figure as last week.

  • What looks solid: UPERC's 28 October order and UPPCL's 2,400 MW night deficit for FY 2027-28, the Telangana incentive expiry on 31 December, and the Gujarat SLDC November headroom figures.
  • What to discount: pipeline MW with no named substation, the reported Tamil Nadu storage policy until its Government Order is found, and Gujarat tender dates until awards are published.
